Description
The ADR is a regulatory instrument that applies to international transport in 53 countries. It applies to national transportation by road in many countries (in particular, the countries of the European Union). The ADR lays down requirements for transport operations, driver training, and the construction and approval of vehicles. The 2023 edition has been prepared on the basis of amendments which are set to enter into force on 1 January 2023, after acceptance by the Contracting Parties.
Transporting dangerous goods by sea, air, or land is an important environmental issue. This publication presents the European Agreement, the Protocol of Signatures, annexes and amendments. The Agreement itself is short and simple. The key article is the second, which say that apart from some excessively dangerous goods, other dangerous goods may be carried internationally in road vehicles subject to compliance with: 1) The conditions laid down in Annex A for the goods in question, in particular as regards their packaging and labelling; and 2) The conditions laid down in Annex B, in particular as regards the construction, equipment and operation of the vehicle carrying the goods in question.
