Meet Our Regulatory and Training Staff

Our regulatory team provides a full compliment of experience to aid our customers in understanding and complying with 49 CFR, TDG, IATA, IMO, OSHA, WHMIS, consumer, and GHS regulations.

Andrew Li, M. Sc., P.Eng.

Vice President of Regulatory

Andy Li has an extensive background in chemical regulations and has conducted numerous training programs throughout North America for industrial customers and government organizations. His knowledge covers TDG Clear Language, 49 CFR, IATA/ICAO, IMDG, Canada’s Consumer Chemicals and Containers Regulations, and the GHS. With more than 35 years of experience, Andy has been sought after by many in the dangerous goods industry.

Karrie Ishmael, CDGP

Senior Regulatory Expert and SDS Author

Karrie Ishmael has been with ICC since 1988. She has contributed to ICC’s growth in various capacities, including customer service, sales, and marketing. In her current role as ICC’s Senior Regulatory Expert and SDS author, Karrie conducts hazardous materials training classes in 49 CFR, IATA, IMDG, TDG along with OSHA and WHMIS hazard communication courses. When not training, she writes safety data sheets for customers to comply with North American and European requirements. She actively participates in many associations, including DGAC, COSTHA and is the former chair of SCHC’s OSHA Alliance Committee.

Michael Zendano, BSc, M.A. Ed.

Packaging Expert

Michael Zendano started with ICC Compliance Center back in 2016 with several years in the packaging field as a Quality Manager. In addition, he has 8 years’ experience in teaching in local private schools. Michael works at the Niagara Falls Office as the Packaging/Regulatory specialist where he designs new hazmat packaging, ensures current packaging remains in compliance within the various regulations, and provides additional regulatory support to our customers. Michael is a member of the Institute of Packaging Professionals (IOPP) and The Chemical Packaging Committee (CPC). He has earned degrees in B.S Science of Education and M.S. Science of Education at Canisius College in Buffalo, NY.

Barbara Foster, B. Ed., M. Sc.

Senior Regulatory Expert

Barbara Foster graduated from Dalhousie University with a Master’s degree in Chemistry and a Bachelor’s degree in Education. For the past thirty years, she has worked with ICC the Compliance Center Inc. as a regulatory affairs specialist and trainer. In her work, she deals with various Canadian and international regulations involving transportation, such as TDG, 49 CFR, ICAO, IMDG and the ADR/RID. She also specializes in the hazard communication standards of OSHA, WHMIS, CCCR and the Globally Harmonized System for Classification and Labelling (GHS). She is the author of TDG Clear Language Driver and Handler’s Guide. Currently, she is on the CGSB committee to create a training standard for transportation of dangerous goods. She is a past Chair of the Dangerous Goods Advisor Council.

Elton Woodfine

Regulatory Expert

Elton Woodfine CD (Canadian Decoration) served 22 years as a member of the Canadian Forces. Initially as an Infantry section Commander in the Princess Patricia Canadian Lite Infantry (PPCLI), he served on two peace keeping missions in the former Yugoslavia, and one combat tour in Afghanistan where his unit was awarded the Governor General Unit Citation for actions in combat. He then continued to serve as a member of the Royal Canadian Air Force as a firefighter, where he completed a diploma in Fire Science/ Fire-fighting from Memorial University and Occupational Health and Safety diploma from the University of New Brunswick. Lastly, in his career with the Canadian Forces, he served as a member of the Joint Incident Response Unit (CJIRU) as a Chemical, Biological, Radiological and Nuclear Operator (CBRN Op), part of the Canadian Special Operation Command (CANSOFCOM). Upon his retirement from the Canadian Forces, he took a position as a Life Cycle Management of hazardous materials instructor for the logistical branch of the Department of National Defense and is knowledgeable in NFCC, CEPA 1999, IMHWR, TDGR, ICAO, IATA, IMDG, GHS and OH&S federal regulations.

Patricia Devlin

Regulatory Training Coordinator

Patricia Devlin has been an integral part of the ICC team since 2007. Over the years, she has contributed to ICC’s growth in various capacities, including customer service, sales, and marketing. As our Training Coordinator, Patricia is responsible for scheduling all of our classroom and virtual training courses, along with customer-specific custom courses held on-site or virtually online, for all of North America.
